On the morning of Thursday, May 14th, 2026, high-ranking officials from Romania traveled to the Andalusian capital to learn about the digitalization of its Provincial Council.

Once at the Chamber of Commerce, María del Carmen Rodríguez, Managing Director of the Provincial IT Company of the Seville Provincial Council, presented the importance of digital processes in public institutions such as local councils.

Throughout her presentation, she highlighted that the Seville Provincial Council has an electronic headquarters widely used by many municipalities across the country, through which these administrations can communicate with citizens. In addition, all web portals are developed by the Provincial Council, and citizens are provided with local management software applications that help them carry out processes that were previously tedious, such as checking accounting, payroll, or human resources information.

Likewise, Rodríguez explained that the Seville Provincial Council supports digital systems. This support promotes improvements such as the renovation of audiovisual equipment for plenary sessions.

The managing director stressed the importance of obtaining European technological funds to be used within the province. She also highlighted that in the last five years, millions of euros from European funds have been invested.

Currently, they have been working for three years on the implementation of automation processes, and this year they have begun focusing on artificial intelligence (AI). She emphasized that the most important aspect of integrating AI is having a legal regulatory framework. In Spain, European regulations have been adopted, and even so, each local council has its own guide to ensure proper implementation in public administration.

To conclude, she highlighted that the regional government has allocated significant funding to the creation of centers where digital skills courses are delivered, with the aim of bridging the digital divide.

As a final highlight of the day, participants of the 4th edition of the PDP enjoyed an afternoon strolling through the streets of Seville, visiting some of the city’s most emblematic landmarks such as La Giralda La Giralda, Plaza de España Plaza de España, and the Ramón Sánchez-Pizjuán Stadium of Sevilla FC Estadio Ramón Sánchez-Pizjuán.
