The third day of the Public Digitalization Program (PDP) took place in the vibrant city of Seville, widely recognized as a national benchmark for municipal digital transformation. For the second consecutive year, the city welcomed a delegation of 36 senior public officials from Northern Romania, offering them an in-depth look at its digital governance model.
The institutional reception was held at the historic Casas Consistoriales, where the delegation was welcomed by Juan Bueno Espada, Seville’s Councilor for Digital Transformation. In his address, he extended his best wishes to the participants and described Seville as a city committed to innovation, technology, and international cooperation.
The technical session was led by Juan Luis Ceada Ramos, Director of Digital Transformation at the Seville City Council, who presented the city’s progress in areas such as e-administration, smart citizen services, process automation, and data governance. The session sparked a highly interactive discussion, with numerous questions from the Romanian delegation focusing on interoperability, cybersecurity, and public data management strategies.
Following the working session, participants enjoyed a cultural tour through the heart of Seville. The itinerary included visits to the Cathedral of Seville, the Torre del Oro, the Guadalquivir River, the Royal Alcázar, and other iconic sites that illustrate the city’s unique blend of history, modernity, and global outlook.
Later in the afternoon, the group returned to Cáceres, enriched by the day’s experiences and inspired by Seville’s successful integration of technology, culture, and civic engagement.
This third day of the PDP reaffirmed the program’s value as a platform for sharing best practices and fostering meaningful collaboration between European local governments.
